vgcode::isSkipped
isSkipped option
resou is not equal to param or forced to be included in the generated code ... see if a skip definition is present. Always and Skip might collied in which case skip will win out, because it used after Always.
isSkipped is being used by ::vgcode::createOptions-image, ::vgcode::getOptions, ::vgcode::clearOptions.
