bind code for a given 'tag'

Note 08/16/2007 - 13:41 : Thought about using subst & list here, this doesn't make sense for zinc. Every tag must not use a full path as defined for windows and canvas items (.template.canvas.tag). This dotted scheme would conflict with the 'pathtag' feature.
